Licensing Philosophy

There is an element of 'fair use' in the licensing models, and a little variation across countries to satisfy the particular market expectations of each country. Fee structures are based on your location.


Essentially we have to take into account the purpose of the installation - as this relates to maintenance and support. You local office will discuss and agree the terms of the license arrangement for these more unusual configurations. We do not generally count training or testing installs in the license. We rely on your honesty and integrity and sense of fair play - recognising that we all have to be able to stay in business. In the Enterprise and Group licenses, we also allow additional desktop (single user) copies to be installed as long as the use is for the purposes of the licensing client's business.


Licensing models

Subject to local variations, the basic models are:

  1. Single User. License by user - but we usually allow a few people to connect to the desktop without breaching the license - except that in this case you then have to set the web edition flag and some of the simplicity of pure single user mode access is then lost.
  2. Small work group - By seat - usually restricted to 10 to 15 users.
  3. Enterprise - Unlimited users. - Licensed by production server and legal entities (includes test and training server licenses without extra charge), with fair use qualifications. Due to the large number of ways the system can be set up, there has to be an element of fair use here. For example, we allow for the survey engine to be on a separate server / server farm without charging any extra licenses, but if the application server is on multiple servers that would require additional server licenses (at a heavy discount).   4. Group - Unlimited users. - Licensed by group of entities. Unlimited production servers. Fee set per client. (Also: Read answer to this question: When are multiple BPC RIskManager server licenses required?)


Some example scenarios might help clarify the licensing expectations for BPC RiskManager V6 in some more complicated hosting scenarios:

  1. There is one physical application server (i.e. essentially one mother board - any number of CPU's) but many databases this is a single server license.
  2. Multiple application servers (i.e. multiple blades or distinct servers) (and one or more shared databases). One server license per computer - but discounted depending on the nature of the use:
    1. If the application server is, in fact, on multiple servers and the entity is a group with distinct but connected companies and each application server is set up as if it was a separate installation dedicated to separate entities in separately configured databases, then fair use (in our view) would say that that was separate licenses - although we would again significantly discount such an arrangement.
    2. If the hosting centre was hosting for multiple disconnected businesses (e.g. Government Departments, unrelated corporations, etc) - again fair use would dictate that these were separate installs with separate license, irrespective of the number of application servers involved - and a separate license would be required, but again discounted IRRESPECTIVE of whether there was only one massive physical server with many separate databases or many physical servers with only one or a few databases associated with each server.
